In recent years, the ministry of environmental protection has released a list of the top 10 cities with the best air quality and the worst 10 cities in the country each month. However, the "blacklist" is often dominated by the beijing-tianjin-hebei region and its surrounding cities. Now, the mep is about to change that.

Ma jun believes that the first step should be to eliminate the current lax enforcement of air pollution in north China. He points out that many of the biggest polluters in north China are also big tax payers, so environmental protection will naturally be hampered.

According to the results of the ministry of environmental protection's special inspection of air quality in the first quarter, which was just released at the end of last week, there is a lack of pollution control in many cities in Beijing, tianjin and the surrounding areas. Including some factory don't open the desulfurization equipment, exhaust emission, the unstructured stocking yard dustproof measures do not reach the designated position, exhaust gas treatment technology is not up to standard, old equipment are not required to dismantle and reduction was not completed on schedule and other irregularities.

"Environmental survival of the fittest"

Ma jun also acknowledged that many enterprises in this area already have many difficulties in their own operations; Once again facing higher environmental requirements, there may be factory closures. "But for the local community, these backward enterprises cannot survive for a long time. Many companies are now surviving on external capital injections. If environmental regulations are strictly enforced, I think they will be able to do a round of environmental survival. This is beneficial to the long-term economic development of the whole region.

The failure of enterprises and the upgrading of production capacity will naturally cause a series of social problems, such as the unemployment of employees. Ma believes that the government transfers the huge environmental protection funds, should also include laid-off workers placement, training and employment, "not just investment for pollution large environmental protection equipment installation".

At the same time, he points out that the beneficiaries of environmental pollution are not limited to one city or region, so the source of environmental funds cannot be limited to the region. In addition to the central allocation, companies that win the "environmental survival of the fittest" should help the region's employment pressure, and neighboring provinces and cities can also provide resources.
